DFA Secretary Romulo Welcomes UN Flash Appeal for “Ondoy” Victims

PR-808-09, 6 October 2009 – Foreign Affairs Secretary Alberto G. Romulo welcomed the Flash Appeal issued by the United Nations calling on the international community to extend emergency assistance to the Philippines.

“We welcome and support the Flash Appeal issued by the United Nations to help our fellow Filipinos who have been victims of typhoon Ondoy. The Philippine Government is grateful for the help being extended to us by the United Nations in these trying times. We particularly extend our gratitude to UN Secretary General Ban Ki-moon for his and the UN’s assistance and quick response,” he said.

Secretary Romulo met with the UN Secretary General, Undersecretary General for Humanitarian Affairs John Holmes, and other UN officials last September 28 to relay President Gloria Macapagal-Arroyo’s appeal for international humanitarian assistance following the devastation caused by Ondoy.

During their meeting, the UN Secretary General stated that the UN would consider issuing a flash appeal to both member states and international NGOs.

The Flash Appeal, which will be formally launched by the world body in Geneva, New York, and Manila (October 7), calls for urgent help in key sectors such as food/nutrition, shelter, water/sanitation, education, child protection, health, agriculture, livelihoods, logistics, communications, camp coordination/camp management, as well as early recovery.

The United Nations said a request has been made to the Central Emergency Response Fund to address the most urgent needs, while the international humanitarian community including NGOs, the International Organization for Migration and United Nations agencies, are seeking US$74,021,809 to address the immediate needs of approximately one million typhoon victims.

Secretary Romulo said the Department of Foreign Affairs (DFA), through its Missions in Geneva and New York and other foreign service posts, is actively supporting efforts to facilitate the appeal process and other international humanitarian assistance measures.

The appeal was developed in partnership with the National Disaster Coordinating Council (NDCC) and is planned to last for six months. It also provides the framework for a common inter-agency understanding of needs and priorities based on the best information currently available and will be updated after one month when it will present a more complete picture of current humanitarian needs, including in terms of early recovery. International Donations and Pledges for the Victims of “Ondoy” now over US$13 Million

PR-807-09, 6 October 2009 – Donations and pledges for the victims of typhoon Ondoy from various international sources have reached more than US$13.22 million (or approximately P634.76 million) as of today.

In a report of Foreign Affairs Secretary Alberto G. Romulo to President Gloria Macapagal Arroyo, the Secretary stated that financial assistance from bilateral partners totalled US$7.33 million; from multilateral/regional organizations US$3.64 million; from international organizations US$283,351; and from foreign NGOs US$150,000.

In addition, donations from Filipino communities abroad amounted to US$5,820; from DFA personnel at Embassies and Consulates General US$7,802; and from private individuals/others US$64,582.

“The assistance from our bilateral and multilateral partners, and our overseas kababayans, have been swift and substantial,” Secretary Romulo said.

At least 12 countries have given or pledged donation or assistance in cash and/or in kind for Ondoy victims and the affected areas, notably the following:

United States US$100,000 cash donation; deployment of US forces for medical, transportation, engineering, communications, etc.

China US$140,000 (including US$10,000 from the Chinese Embassy and US$30,000 from Huawei Technologies Philippines)
Canada Canadian $5 million (approximately US$4.63 million) humanitarian assistance
Spain €1 million (approximately US$1.46 million) worth of relief goods, hygienic kits, potable water, and food aid

Jordan sent 10 tons of relief goods through the Jordan Hashemite Charity Organization, upon the instructions of King Abdullah II. These include 1,000 sleeping bags, 432 blankets, 15 shelter boxes, medicine and medical supplies, 100 cartons of food parcel, 100 cartons of macaroni, eight cartons of tea, and 13 cartons of conserved beans. The relief goods, which arrived Monday night via Etihad Airlines, will be turned over this afternoon to NDCC chairman and Defense Secretary Gilbert Teodoro and other officials.
Egypt called on humanitarian and relief assistance and asked the international community to “promptly provide all the necessary support to the Philippines.”

Peru, the United Kingdom and Great Britain, Russia, Andorra, Cambodia, Indonesia, Thailand, Myanmar, The Netherlands, El Salvador, and the Non-Aligned Movement have expressed messages of sympathy and condolences to the Philippines and the victims of the Ondoy.

Regional organizations have also made financial commitments and offered assistance for the typhoon victims. The European Union has committed more than €2.5 million while the Association of Southeast Asian Nations (ASEAN) set up an emergency relief fund called the “ASEAN Cooperation Fund for Emergency Relief”.

Multilateral and international organizations, led by the United Nations, are likewise giving their contributions to the Philippines. The world body has issued a flash appeal that called on the international community to pledge emergency assistance to the Philippines.

The UN made a request to the Central Emergency Response Fund to address urgent needs while the International Organization for Migration and United Nations agencies are seeking more than US$74 million to address the immediate needs of approximately one million typhoon victims.

In Manila, the UN Country Team has assisted in the Joint Rapid Needs Assessment Mission in five localities that included Marikina and Taguig – areas severely hit by Ondoy. The Office for the Coordination of Humanitarian Affairs (OCHA) has organized a “surge capacity” where OCHA personnel assisted the National Disaster Coordination Council (NDCC), helped in information management, and in putting together the flash appeal.

UNICEF has donated P15.3 million worth of food and non-food items while the World Food Programme has released 350 megatons of rice. The World Health Organization has provided financial assistance amounting to US$42,000 to support health needs.

The International Committee of the Red Cross will provide relief goods to various evacuation centers.
The UN Office for Outer Space Affairs in Vienna and its UN SPIDER Program will consolidate satellite date on typhoon Ondoy and its impact. The satellite imagery of flooded areas will be of significant assistance to the NDCC in planning for future disaster mitigation and response.

The Primate’s World Relief and Development Fund is releasing an initial grant of US@15,000 and is accepting donations for typhoon victims.

Meanwhile, foreign NGOs that have given financial and other assistance include the Development Peace (Montreal), CND NDG Borough (Montreal), International Women’s Club, United Arab Emirates Red Crescent Society, Emergency Architects Foundation, MERCY Malaysia, Global Medic, Overseas Women’s League, K9 de Creixell, Hungarian Baptist and Baptist World Aid Rescue 24, Medicins Sans Frontieres, and the Ayuda Foundation of Guam.
