Filipinos eyeing jobs in Guam face long wait

 It could take a year for Filipino construction workers to determine whether or not they can still be deployed to work in Guam, a recruitment official said Saturday.

Guam earlier announced its plan to hire at least 25,000 foreign workers, including Filipinos over the next five years starting in 2010 in view of some $15 billion worth of new investments and the transfer of the US bases in Okinawa, wherein 8,000 marines and its 9,000 dependents are based.

The relocation plan of the Marine base to a safer place in the US island territory was part of a 2006 treaty between Tokyo and Washington.

In September last year, however, newly elected Japanese Prime Minister Yukio Hatoyama immediately halted the planned transfer of the marine base and called for a review of the 2006 pact, thus straining ties with the US.

He also formed a committee to look at all possible alternative locations for Futenma’s operations.

The Japan prime minister had acknowledged that at least part of Futenma Marine airfield would remain in Okinawa, which hosts more than half of the 47,000 American troops based in Japan.

Emmanuel Geslani said the decision of Hatoyama was not good news to some 20,000 overseas Filipino workers (OFWs) who were supposed to be deployed this year based on the initial agreement between the Philippine Overseas Employment Administration (POEA) and Guam legislators and businessmen.

“This means there will be no deployment this year or until such time the rift between Tokyo and Washington is patched up soon,’’ Geslani told the Bulletin.

“This will also certainly scuttle any plans of recruitment agencies to deploy Filipino construction workers to Guam by 2010,’’ he added.

Geslani claimed that following initial talks between the POEA and Guam legislators and businessmen, recruitment agencies have already been pooling manpower for the various construction activities.

Aside from construction workers, he said that healthcare professionals such as nurses and therapists would have been deployed as well to man new hospitals for the marines and their dependents.

The migration expert said that higher wages and benefits with US and Japanese constructors were the main reasons why OFWs want to work in Guam.

Geslani, however, warned OFWs that there are no large job orders for Guam except for a few selected agencies who have existing employers in that island for new projects designed to accommodate the incoming new residents

SORSOGON PROVINCE (May 13)– Pasado alas-kwatro na ng hapon kahapon nang opisyal na iproklama ng Comelec ang mga nanalong kandidato sa provincial level dito.

Mag-aalas tres naman kahapon nang kumpirmahin ng Provincial Comelec na 100% transmitted na ang mga election returns mula sa city at mga municipal canvassers ng Sorsogon.

Pinangunahan ni Provincial Election Supervisor Calixto Aquino ang pagproklama kay Raul Lee ng LAKAS-KAMPI-CMD at asawa ng incumbent Governor dito, bilang bagong halal na gobernador ng Sorsogon. Babalik naman sa pwestong pagkabise-gobernador ang dati na ring naging vice-governor ng lalawigan na si Antonio “Kruni” Escudero, Jr ng NPC-LP.

Idineklara ding panalo bilang Congressman sa 1st district si incumbent Salvador Escudero III ng NPC.

Taliwas naman sa resulta sa 1st district congressional post, naging dikit ang labanan sa 2nd district kung saan si incumbent Gubat Mayor Deogracias Ramos, Jr. ng Liberal Party ang nanalong congressman.

Samantala, kauna-unahang nakapagproklama ng mga nanalong kandidato ang bayan ng Irosin bandang alas syete y medya noong Martes habang ang bayan naman ng Donsol ang pinakahuling nakapagproklama kahapon ng hapon.

Ang mga sumusunod ang nanalo sa pagkaalkalde: Barcelona – Atty. Manuel Fortes, Jr. ng LP at kasalukuyang provincial administrator; Bulan –incumbent Mayor Helen Rose de Castro ng LAKAS-KAMPI-CMD; Bulusan – Michael Guysayko ng Nacionalista Party at anak ni incumbent Bulusan Mayor Juan Guysayko.

Castilla – incumbent Mayor Olive Bermillo ng LP; Casiguran – incumbent Mayor Ester Hamor ng Nacionalista Party; Donsol – incumbent Mayor Jerome Alcantara ng LP; Gubat – panalo ang 29 yrs old na si Ronnel Lim ng Nacionalista Party;

Irosin – Eduardo Ong ng PDP-LABAN; Juban – si Jimmy Fragata ng LAKAS-KAMPI-CMD at asawa ng three-term incumbent Mayor Tess Fragata; Magallanes – balik si Roque Carranza ng LAKAS-KAMPI-CMD na dati ring nanilbihan bilang alkalde ng Magallanes noon; Matnog – Emilio Ubaldo ng KAMPI na dati na ring nanilbihan bilang alkalde doon;

Pilar – incumbent Mayor Dennis Sy-Reyes ng NPC; sa Prieto Diaz – panalo si incumbent Provincial Board Member Jocelyn Lelis ng LAKAS-KAMPI-CMD habang sa Sorsogon City naman ay panalong alkalde si incumbent Mayor Leovic Dioneda ng LP.

Sa national post, panalo sa Sorsogon bilang Pangulo si Benigno Aquino III na nakakuha ng 132,575.

Sa pagkaBise-Presidente, panalo din si Jejomar Binay na may botong 174,865.

Landslide victory naman sa Sorsogon ang Ako Bicol Partylist na nakakuha ng 151, 121 votes.

Matapos ang proklamasyon, halos lahat ay nangakong matapos ang halalan ay kakalimutan na ang pulitika at sisimulan ang tunay na pagsilbi sa mga mamamayan sa pag-upo nila bilang mga bagong pinuno ng bayan.

Umaasa naman ang mga Sorsoganon na paninindigan ng mga bagong halal na pinuno ang kani-kanilang mga susumpaang tungkulin. (Bennie A. Recebido, PIA Sorsogn)
